If the infrastructure is exclusive to a foreign firm and very important for development, we should consider international firms. However if it is common infra, we should push domestic companies.

Chose the firm based on merit and return on investment basis for the betterment of the country. Who is the provider is not more important than the merit and quality of what is provided and how cost efficiently it is provided

Give the work to local firms but only if you apply a check on the quality of International standards
