It depends whether country belongs to Annex 1 or Annex 2, the categorisation made under Kyoto protocol. So for Annex 1 countries, mainly developing, it should be allowed. For developed countries, it should only be allowed if it does not affect the carbon sequestration and let the carbon escapes from the underground wells.
