If they have refused the local available shelters for valid reasons such as inadequate resources in those shelters then the government should focusing on immproving those shelters first

Homeless people should be given jobs as per their capacity, if it's possible to provide them with temporary hkusing for 1st few months then go ahead but they should not be given freebies that'd incentivise them to not work.
