Strictly no. People must be free to produce any number of child they want. But they must not be liable to get government subsidies and any other elevation schemes for them. Even if people voluntarily follow one child policy, they shouldn't be given any benefit from the goverment as government is paying them from the tax of those who are having more progenies. And a state levying tax on individuals for merely existing is gross violation of human rights.
