Public and private collaborative involvement, under closer supervision for ensuring quality, accessibility and avoiding misuse of resources, monopoly and profitmaking.

Private sectors should get involved in the business as they are good for the efficiency and competition which will result in improved quality and reduced prices, public sector should stay limited to policy making to prevent monopolies.
