No because voting is already an option. Why vote and have that option when you have the option to not vote in the first place

But, if NOTA wins, then re-election must be conducted, instead of declaring runner up as winner.

The candidate must get min. 30% of the votes cast to be a representative of the people if NOTA is voted for in any constituency. Candidate with less than 30 % of the cast votes shall not be declared winners in case of NOTA exercised by the voters.
