In the most ideal scenario, yes it does. But technically speaking, the authoritarian regime proves to be exploitative and draconian in nature, as can be seen in the human history. Any form of concentration of power in the minority almost always threaten the rights and lives of the majority as the powerful minority may work with their vested interests rather than focusing on the development.
