No especially if the citizen follows an Abrahamic religion or is from a country that does so.Also check the track record of the person and the country as the citizen may be someone like a CIA actively working towards detriment of the country.Any attempt to hide such details should be met with 2 years of prison and life imprisonement(With possibility of parole)in case of insidious planning.Yes if these things check out.
