Yes, but only after a required experience and credible action of the party and its workers for a period of say- one or two election terms in the said region first. This will increase their credibility and their knowledge of governance.

No. Just because an organisation knows how to run a district or a state (which may be homogeneous and so lacking in diversity), doesn't guarantee that they would be able to run the state, especially one as diverse as India. Additionally, the differing population densities of different states would put any non-local party at a disadvantage when attracting voters.

Ban all the political parties from the parliament. MPs must be chosen from the people in all the provinces instead of being part of various political parties.
