In addition to increasing penalties for diving offenses, the government should also tighten RTO regulations concerning the issuance of driving licenses and introduce strict fines for unqualified drivers (including suspension of learning permits)

Fines can be increased but it should not he in control of trafic policemen but recorded on cctv cameras and fine should be directly paid online or in government office.
