It his highly encouraged to learn but it is not enforced or compulsory to converse in an Indian language. However if they learn the language it will be easier for them to communicate and a boost for Indian culture. The government can organize classes which interested people can go. It isn't compulsory but very encouraged.

No, and this is a stupid question. There is no language that is called the Indian language. This question should instead say "any Indian Language"; and my answer would be yes; an immigrant should learn any one of the 300 odd Indian languages to integrate with the society; and yes, English happens to be one of the Indian languages.

The immigrant has to learn a language that is spoken in the particular Indian state he chooses to work in.
Example
If it is Kerala he has to learn Malayalam if it is Delhi he has to learn Hindi. The immigrant must learn the language spoken in the state.

As long as the immigrant speaks either English or Hindi (i.e., either of the two official languages), he/she should not necessarily be required to learn any additional Indian language. However, the local and state governments should encourage them to take courses in the regional language of the state (though this should ultimately be optional).
