No, increase access to contraceptives and family planning instead

Contraceptives are very much available and almost everyone does have the access to the most basic contraceptives. Population can only be controlled if strict rules are imposed on people, especially the uneducated ones, in case of having more than a maximum of three children. It doesn't just make poverty worse for their own selves, but is a contributing factor to the ever increasing poverty of the nation as a whole.
