English is.one of the official languages of india. So long as they settle in some area that has a large number of English speakers they should be able to make it. Though they will be limited in their opportunities and may face issues.

It depends on how long they reside in India. If they are staying here for a couple of years, then they don't have to learn Hindi or another Indian language, but if they are becoming long-time or permanent residents then they must learn Hindi/other Indian language.

It his highly encouraged to learn but it is not enforced or compulsory to converse in an Indian language. However if they learn the language it will be easier for them to communicate and a boost for Indian culture. The government can organize classes which interested people can go. It isn't compulsory but very encouraged.
