The candidate must get min. 30% of the votes cast to be a representative of the people if NOTA is voted for in any constituency. Candidate with less than 30 % of the cast votes shall not be declared winners in case of NOTA exercised by the voters.

Yes, and if a majority votes NOTA then current candidates would be disqualified Deposits of all disqualified candidates should be forfeited. There should be re-poll with out the disqualified candidates.
Voting is not just a right but a duty. Even if one does not approve of all the options, one should not escape participation.
