It his highly encouraged to learn but it is not enforced or compulsory to converse in an Indian language. However if they learn the language it will be easier for them to communicate and a boost for Indian culture. The government can organize classes which interested people can go. It isn't compulsory but very encouraged.

No, and this is a stupid question. There is no language that is called the Indian language. This question should instead say "any Indian Language"; and my answer would be yes; an immigrant should learn any one of the 300 odd Indian languages to integrate with the society; and yes, English happens to be one of the Indian languages.
